I think it is an interesting and open question how efficiently the network (i.e., people collectively) surfaces quality and to what degree mediating algorithms reduce that efficiency.

Given the subjective nature of quality and the way cascades work, it seems pretty likely that "quality" stuff will always fall through the cracks.
