The main point of the article is that it will be very hard for the overall video pie to grow. But some will do better than others, of course. So, I think the short answer to your questions is (mostly) yes.

A few SVOD players, namely Netflix and Disney, have the opportunity to achieve global scale. In many international markets, there was historically a monopoly or oligopoly in distribution (e.g., one or two big satellite providers) that made it hard to break into the market, but OTT provides US networks companies the ability to circumvent them. The problem is that it is expensive and difficult, as you can see from even Disney retrenching in India.

In terms of CPMs, also yes - addressable is a big opportunity. But much of this budget will probably come out of linear TV, so that's a better opportunity for Netflix (which has no linear ad revenue) than Disney.
